Construction Safety Specialist

Position Purpose & Summary Temporary 3 year position with possibility to extend to permanent. The Construction Safety Specialist is accountable for Project health and safety deliverables and developing a strong safety culture at a single large construction project. Responsibilities include primary oversight of and leading effective safety activities such as coaching contractors and project staff on safe work practices, pre-job safety planning (i.e. co-leading pre-mobilization meetings, job safety analysis, working at height planning…), safety observations, site inspections/audits, data analysis and corrective action plans and contractor orientation. Responsibilities also include ensuring the construction site is compliant with local EHS laws and regulations, as well as Cargill Construction Safety Guidelines and EHS policies and procedures. This role is in integral part of the project team and requires strong communication between other project team members and Business Unit EHS Leader.

Principal Accountabilities

_25% Safety Leadership_

+ Engage at all levels of the organization to lead achieving a strong zero injury safety culture

+ Accountable to ensure all applicable laws, regulations and Cargill EHS requirements are communicated to project team members and contractors and plans in place to comply

+ Induction process: Ensure contractors and project team members are fully indoctrinated to the construction site and safety expectations, including necessary training and education. Food Safety rules training for work in a food processing environment will also be part of this role.

+ Identify conditions that have the potential to create harm to people, work, environments or communities.

+ Provide technical consulting for construction site safety related issues. _25% Project Safety Planning_

+ Review construction methods as part of project team from early project planning through completion of project.

+ Participate in Constructability Reviews

+ With the Build Project Manager and Construction Manager, facilitate the premobilization meetings with the contractors and sub-contractors.

+ Ensuring each contractor has appointed a safety representative.

+ Implementing the contractor site orientation process.

+ Lead and set expectations on proper safety planning: effective Risk Assessment & Method Statement (RAMS) and Pre-Job Hazard Assessments (PJHAs).

+ Forecast and pre-plan high risk activities, which include tasks such as lift plans, elevated work, energizing/testing the plant, etc.

+ Ensuring each contractor has appointed a Safety representative. _25% Project Execution_

+ Develop construction site specific health and safety programs, policies and training to eliminate or control risk and ensure compliance

+ Perform behavior-based safety observations of work being completed and provide feedback on safe and at-risk behaviors

+ Conduct comprehensive on-site safety assessments/inspections and verify effective corrective actions are being completed

+ Collect and report contractor leading and lagging safety metrics. Develop contractor safety recognition program. Participate in and support toolbox talks. Organize Safety stand downs if appropriate. Promote the implementation of Cargill LIFEsavers at project worksite

+ Coordinate contractor safety recognition programs _25% Project Control_

+ Monitor contractor safety prequalification process and training verification

+ Monitor contractor and Cargill activity to ensure compliance with Cargill policies and procedures, applicable regulatory requirements and ensure high hazard work permit processes are being followed (SWPP, Hot Work, Confined Space, etc.) and use of PJHAs for all construction tasks.

+ Coordinating and performing contractor worksite Safety inspections and observations

+ Coordinate hazard, near misses and incidents reporting and investigations and verify corrective actions are completed

+ Collecting Contractor near misses, injury and illness data, hours worked, and maintaining the project’s safety statistics.

+ Participate in contractor annual/end-of-project reviews


Minimum Required Qualifications

+ Bachelor’s Degree in related field or equivalent experience with managing safety on construction projects.

+ 3 years health & safety experience including construction.

+ Demonstrated high levels of organization, written and verbal communication, and documentation skills.

+ Completion of the Cargill Construction Safety Specialist training (30 Hours) will also be necessary.

+ English Written

Preferred Qualifications

+ Ability to read design prints.

+ Knowledge and understanding of EHS Legislation.

+ Project and/or equipment start-up experience.

+ Motivation and ability to execute projects/tasks in a timely manner, Strong prioritization and time management skills.

+ Strong influencing skills, ability to work across the organization and with multiple functions.

+ Working at height, Scaffolding habilitation.

+ First Aid.

+ Electrical habilitation H0BO.

+ English spoken.
