Position Purpose & Summary: The Operations Analyst combines a multitude of activities in the Operations Space and holds a Key Position in meeting the Plant Commitments and the Operations Business Plan related to the GEOS site in Rotterdam Botlek. The Operations Analyst amongst others:
+ coordinates and performs plant performance analyses with respect to environmental, energy, yield & dry base shrink, unexplained loss and productivity performance and improvement;
+ prepares high quality, insightful plant performance and variance reports as a foundation for plant management decisions, improvement plans and internal and external reporting;
+ prepares and guides the budgeting process for all, non-financial, operational performance related metrics;
+ plans and chairs the site security team meetings including site security inspections, follow-up of defined actions and reporting;
+ supports and streamlines information flows between plant operations and finance (AF and FPA) by applying in depth plant and refinery process knowledge;
+ is part of the plant management team and participates in the three year operational plan development and follow-up process for the GEOS site in Rotterdam Botlek;
+ supervises the Assistant BOSC analyst and BOSC admin assistant.
_35% Plant Performance Dialogue & Variance Analysis and Control_
+ Prepares the data and reports for the monthly plant performance meetings;
+ Prepares the data for the monthly DENT remediation reports;
+ Performs weekly and monthly mass balance analyses in order to control/manage the yield performance;
+ Prepares daily production and stock records including variance analysis and explanations;
+ Coordinates the monthly stock take for the site;
+ Prepares and continuously improves the plant reporting packages including, amongst others, variable consumables like energy, chemicals and filter aids and yield performance;
+ Coordinates in cooperation with Accounting & Reporting (A&R) and Management Information and Decision Support (MIDS) the budget tracking and control process. Analyses and explains variances (non-financial KPI) applying process and plant specific knowledge;
+ Supports and streamlines information flows between plant operations and finance (AF and FPA) by applying in depth plant and refinery process knowledge;
+ Participates in the target setting process for plant performance metrics;
+ Prepares the monthly balanced score card for the GEOS site in Rotterdam Botlek;
+ Prepares and guides the budgeting process (all non-finance related parameters of the budget, like employee head count, energy and mass balance, environmental parameters and processing aids);
+ Reviews and explains IBP variances in cooperation with operations;
+ Reports and updates plant performance improvement initiatives in the reporting tool MyPPM;
+ Periodically reviews the plant asset register to ensure that the plant asset register correctly reflects the Gross Investment (notifies A&R and Accounting Managers in case of disposals/transfers);
+ Uploads and checks the performance data into the Manufacturing Information System (Manis) on a monthly basis. _25 % Project Portfolio Management_
+ Guides the preparation process of commitment requests in cooperation with the portfolio management team and the R to R BOSC specialist;
+ Submits and updates project charters/commitment requests in MyPPM;
+ Ensures proper progression of approval cycles for individual project charters/commitment requests in MyPPM;
+ Checks for subsidy possibilities for projects and initiates subsidy requests;
+ Verifies completion of projects and notifies A&R for capitalization;
+ Periodically reviews the plant asset register to ensure that the plant asset register correctly reflects the Gross Investment (notifies A&R and Accounting Managers in case of disposals/transfers). _25% Operational Control_
+ Ensures compliance with and actively manages contracts (e.g. harbor company, Deltalinqs, Stedin, portable radio-telephones including frequencies) including timely order placement;
+ Keeps an overview of the site related installations for which we pay sufferance tax (precariobelasting)
+ Submits tax declarations (e.g. property tax) and returns (e.g. energy tax return);
+ Manages the archive with legally prescribed administration (e.g. the packing slips);
+ Plans and chairs the site security team meetings including site security inspections, follow-up of defined actions and reporting
+ Is part of the plant management team and participates in the three year operational plan development and follow-up process for the Rotterdam Botlek site
+ Performs quarterly weighbridge and mass flow checks;
+ Performs Laboratory Analysis Blind Cross Check Control;
+ Acts as Information Protection Champion at Site and executes a monthly IP tour;
+ Analyses overtime and sickness related costs;
+ Prepares/submits environmental (e.g. CO2 emissions) reports and declarations;
+ Supports,participates in and/or manages ad-hoc requests or projects, questions, presentations and plant audits or legal inspections. _10% PRTP_
+ Supports the plant management in the local P2P process;
+ Is responsible for the local purchasing procedure;
+ Leads the non-conformity communication, reporting & improvement plans at the site;
+ Leads & manages the procurement process interaction between the site and CBS. _5% People Management_
+ Supervises the Assistant BOSC analyst and BOSC admin assistant;
+ Coaches and guides the Assistant BOSC analyst and BOSC admin assistant in amongst others the Cargill’s core values, the guiding principles and the BOSC analysis team vision and activities as described in the TOP (Tree Year Operational Plan) for the location;
+ Develops a planning for future workforce needs and participates in selection of employees;
+ Plans and hasperiodic PMP conversations with the functionaries in his/her team according the PMP-procedure.
+ Minimum 5 years of working experience in plant-related roles or in finance roles
+ Fluent in Dutch and English
+ Self-starter; highly motivated and able to work independently with minimal supervision
+ Flexible and able to cope with fast changes within a growing business
+ Willingness to take responsibility and initiative
+ Able to proactively identify and resolve problems
+ Stress resistance and proven experience in prioritizing work and meeting deadlines.

+ Bachelor degree in finance, engineering or other related field, or equal by experience
+ Business experience and understanding of Cargill
+ Clear understanding of business and operational excellence approaches
+ Knowledge of MyPPM, Manis, SAP, JD Edwards
